Applying for a Residence Permit

Riga Management College provides support in preparing the invitation needed for the residence permit application.

A residence permit is issued by the Office of Citizenship and Migration Affairs in Latvia (OCMA) (click for guidelines and more information).

For preparing the invitation for a residence permit Riga Management College should receive the following data about the applicant:

  • copy of passport;
  • date and place of birth;
  • citizenship;
  • home address;
  • address of accommodation in Riga;
  • Embassy of Latvia where the student will submit the documents for the residence permit.

After the invitation is approved, the student can submit the following documents for the residence permit:

  • a definite sample form for a residence permit request;
  • a copy of passport (passport needs to be valid 3 months longer, than the term of residence permit);
  • a photography (3x4cm);
  • legalized  statement on punishability (Police Clearance Certificate) issued by a competent institution of the citizenship or the host country (for a foreigner more than 14 years old), if a foreigner has resided in that country longer than 12 months;
  • a document confirming the necessary subsistence  – original of reference/letter from the applicant’s bank about the state of applicant’s account, that presents available financial funds for the first year (at least 700 Euro per month). The reference/letter must be on an official form (signed, stamped), where the applicant’s name, surname, date of birth, bank account No., payment card No. and available funds are presented;
  • a credit or debit card (original and copy) for the above-mentioned account;
  • an agreement on studies in the Republic of Latvia (provided by the College);
  • a document which approves the place of accommodation in Latvia (provided by the College);
  • original documents of previous education (need to be legalized);
  • a document confirming the state duty payment.

If international agreements do not provide otherwise, the documents being issued overseas must be legalized (see also Apostille Convention). Originals of any documents that are not notarized must be shown when submitting copies of them. State fee can be paid at the Consular Department with a credit/debit card (VISA, VISA Electron, Maestro, Master). State fee – 40 EUR for 1 document legalisation within 2 hours; 25 EUR for 1 document legalisation within 5 working days.

The residence permit procedure takes over 40 days. The student may receive a residence permit for studies in Latvia for the period on which the Student has paid their study fee. The documents for the prolongation procedure must be submitted not later than 40 days before the validity of the current permit has run out.

On receiving the residence permit the student must present a life and health insurance policy which is valid in Latvia and a copy of a statement on fluorography or x-ray results (original must be presented) issued by a competent institution in Latvia.
